General Land Office
The Texas General Land Office controls has management responsibility for roughly 20 million acres on Texas land onshore and the land underneath the Gulf of Mexico to a distance of 10 miles seaward of the Texas coast. The Texas Land Commissioner is a statewide elected official whose title and authority actually are older (1836) than the office of Texas Governor (1845). As an independent nation from 1836-1845, Texas has unique authorities by treaty with the USA and by subsequent statutory actions. The GLO and the Commissioner are the primary permitting entity for Texas offshore wind energy development and have special responsibilities onshore for Coastal Zone Management, Public School Fund lands, Permanent University Fund lands, and more.

Vice Chancellor Ellison will discuss the status, magnitude, characteristics, and vision for this world class research, development, manufacturing, and conference site in Corpus Christi harbor.

Jim Sinclair - Texas environmental Studies & Analysis, LLC - Kingsville
Mr. Sullivan, chair of the Environmental Committee of the Texas Wind Energy Clearinghouse will discuss one of the earliest phases of wind energy project pre-development: fatal flaw analysis and due diligence that evaluates potential site issues related to environmental considerations, cultural and historical resources, airspace clearance, and other matters. Mr. Sinclair will discuss in detail one of these issues of particular importance to South Texas projects: evaluation of potential impacts on bird populations, as well as Best Practices strategies to mitigate potential adverse avian impacts.

Attorneys will discuss standard and unusual issues that arise in negotiations between landowners and wind energy developers, insteraction of mineral estate with surface satate, current market trend sin wind leases, and evolution of wind lease matters from oil and natural gas lease precedents. Speakers will also discuss wind energy wealth management strategies, including SEction 1031 exchanges that permit landowners to use wind income to buy addtional land with favorable tax treatment under certain conditions.

Landowners involved in South Texas wind energy projects will provide their perspectives on wind energy issues and practices, including the stages of site evaluation, development, construction, and operations. Landowners will represent large South Texas ranchers, as well as projects that involve many landowners with smaller parcels. Landowners will discuss their experiences and decision-making strategies, in addition to interaction with other stakeholders in the regions.

Attorney will discuss wind energy development operations in
Texas, USA, and globally to place South Texas operations and prospects in context. Topics will include legislative and executive policies that have advanced or hindered development, as well introduction to technology and commercial matters spurring South Texas wind energy development.
9:30-10:15 am Coastal Zone Management Plan
Attorney from the Texas General Land Office will discuss the evolution, provisions, and implications of the Coastal Zone Management Act relative to GLO obligations and wind energy development and operations.

Attorneys will discuss claims, judgments, and other actions relating to litigation of wind energy issues across Texas and the USA, as well as proactive or reactive Best Practices responses by the wind energy industry.
